Before any individual, partnership, firm, or corporation shall be allowed to use the
parish public highways, roads, rights-of-way, ditches, canals, bayous, lakes or other
streams, other bodies of water, or parish maintained levees, for the purpose of traversing
or crossing such roads, highways, rights-of-way, ditches, canals, bayous, lakes or
other streams, other bodies of water, or parish maintained levees, with any oil, gas,
water, sewerage, or any other pipeline, communication line, rice flume, or other similar
line, or before such parish public highway, road, right-of-way, ditch, canal, bayou,
lake or other stream, other body of water, or parish maintained levee, may be used
for the purpose of carrying out geophysical exploration of any kind or character or
logging operations of any kind or character within the parish, such applicant shall
secure a written permit from the council through its parish engineer to traverse or
use such highway, road, right-of-way, ditch, canal, bayou, lake or other stream, other
body of water, or parish maintained levee, and such use shall be held subject to the
rules and regulations imposed in this article.
