§ 4-104. Commercial stables.

  • (a)

    No person shall build, erect, install or alter or replace any commercial stable until a building permit is obtained from the regulatory department of the parish. Such permit shall be issued in accordance with the rules and regulations of the regulatory department and those promulgated by the director under the provisions of this chapter and shall remain in effect until such structure is erected or until such time as a permit to operate such a stable is granted or denied as provided in this section.

    (b)

    It shall be unlawful for any person to own, operate, maintain, or manage a commercial stable or permit the maintenance of a commercial stable upon his premises for more than 30 days subsequent to November 17, 1986, unless he shall first obtain from the parish a permit issued in accordance with the rules and regulations of the board promulgated under the provisions of this article. The permit period shall be the calendar year and the permit fee shall be as set from time to time by the council for each permit period or part thereof beginning with the first day of the calendar year.

    (c)

    Such permit shall be issued upon inspection and approval by the director and provided further that such inspection shows the stable to be in conformity with this article and the regulations adopted hereunder.

    (d)

    No stable shall be granted a permit unless it shall attach to its staff as a fulltime operator-manager a person certified by the director as qualified, and shall possess equipment, materials and facilities sufficient for the proper care, feeding, bedding, housing and custody of equine species.
