The provisions of this article do not apply, nor are they intended to apply, to the
siting, permitting, operation or closure of any facility permitted to store, transport,
treat or handle non-hazardous oilfield waste (NOW), as such waste is defined and regulated
by the Louisiana Department of Natural Resources or any other state or federal regulatory
agency.
